Here is software of my 908 cable.
First set date on sept. 2009.
Install softvare.
Connect cable and updste driver.
Run software on VCDS icon.
(software not work if cable is not connected!!!!)
Click OPTION, test you can see USB port ok, cable not pluged in to car.
Connect cable on car, test:
K1 OK
K2 OK
CAN OK (or not redy)
Save.
Click About, you can see serial number and Full registred.

Check OBD pin 16 on your car, +12V!
Set date on 2x.09.2009. on your computer!
Not plug cable on golf 4 with aftermarket radio!

I think it will be better if you will update atmega in it to VCDS 11.11.0 version. Dump can be found on this forum, especially in this thread:

He must first check if the cable is correct at all. Then it can be upgraded. Maybe it's already burned (golf4 with aftermarket radio or similar).

1. You have not +12V on OBD car connector, or
2. Your compyter date is not good (sept.2009) or
3. Cable burned (one of 4 SMD transistor J3Y) in cable.
The cause of failure was aftermarket radio in golf 4.:
