This evening I made a strange test:
I re installed Autocom/Dephi 2012.R3
I copied the firmware folder from Autocom/Delphi 2013.R1 in the firmware folder Autocom/Delphi 2012.R3
I updated the firmware to the version of the CDP+ 100251 1310
from Autocom/Delphi 2012.R3 Successfully.

Make a backup of your firmware folder 1310
then un install 2013.1 software then install 2012.3 then replace the 2012/1230 fw with your backup 1310 fw then plug vci to 12v and usb to pc an update
Fw
then re-install 2013.1 sw jobs done

If you use not the original USB kabel (maybe some longer) then you have a problem with firmware updat and or diagnostec with a car !

See the same NO FIRMWARE UPDATE problem for CDP+ on several places. When people did install/reinstall the sw the drivers were installed improperly. They might look fine on device manager BUT NOT.

Go to device manager and uninstall the drivers both for port and bus (VCI (Diagnostic Unit)) respectively. Make the VCI powered, unplug the USB and replug then both of the drivers will reinstall automatically and properly. Now FW not update problem gone.

are you using 2012.3 software or 2013.1 software ?
now if your using 2013.1 software please read my post (#6) above do exactly as i said.

delete/ uninstall clean registry of 2013 software
then install 2012.3 as normal after install and activation test vci
close software go to local disk C: Program folder/autocom/cdp + cars/ firmware folder

then unzip this firmware 1310 copy the contents and paste it in your firmware folder it will ask if you want to copy an replace >>> replace all
then back out to desktop open software plug vci to 12v an pc test vci in software and then update firmware once complete
close software uninstall clean out registry then proceed to install 2013.1 then test vci then you have no need to update firmware till next software update
