when i opned the radio i just found 3 ciruit
two ST0721 and one named TJA1040 so which one is the eeprom memory ?

Check this three circle what i sign and see what IC s are,if no one is 24c128,then look other side of motherboard.

i looked but no 24C128 neither on first side nor second motherboard side
just ST0721 and TJA1040

Please search on bottom side of pcb for location number "IC 601" (white writing on pcb) and tell what is there - ie. soic8 chip or just empty pads?

I found just empty pads
But i think someone took the chip off
So if its empty pads what should i do and if there a chip what should i do

If the pads look like they've seen a soldering iron before - ie not virgin - you need to find replacement c128 chip and suitable dump. Good idea to post your Panasonic ref number like: CQ-JG...........

You dont have the old radio to pull the eeprom from that and put to this buddy?

CQ-jG3979GC this radio its not woriking anymore
I have other radio but when i put it on my car shows in display locked
So what should i do with this radio CQ-EG0973GC ?

You don't have a CD400, you are asking for a CD300....
