Default 800hd clone problems

I have reflashed Gemini 4.5 clone safe image, have upadeted the keys and scce files. I have copied a cables.xml file also. I can't scan propelry in Lanarkshire area. I have tried using variuos scan settings and tuner settings and can only pick up around 20 channels. I tried the cables.xml so I could do a bruteforce scan but i dont get the option. The channels I have i cant view and I have tried mgcmd cccam and vriuos others?
