Internet Options Not saving

I have been having lots of problems with pop ups from cookies, When I checked the privacy tab in internet options cookies are set to accept all, but if i change this to a high security level it will not stay there and if I repeat the prossess straight after the settings go back to accept all. Please help!!

if you set at a high level a lot of web pages will not load try medium setting and use a browser with a pop up blocker firefox, opera etc.
