my next door nieghbour has two spaniel dogs that shit in her front garden and now the smell is getting beyond a joke because they have not been picked up all winter do u think i should complain 2 the inviromental ....

A friendly word in the neighbours ear may be better first before you start calling in the environmental people, you never know it may just work. That's if you do get on with the neighbour that is.
