Need key, cluster, ECU & programming for 2016 Jetta

I purchased a 2016 Jetta (push-button start) from an impound auction with no key. Multiple locksmiths have tried & failed to program a key. The last one took my new key that I purchased from the dealer, my cluster, and my ECU. These items were removed from my car and taken to their shop. They were unsuccessful in programming a new key, and now they said my items are lost because they were moving locations. What can I do to get this car up and running again?

Tell the last locksmith to buy you new key from dealer , ecu and dashboard.
