It's a common fault on B6. you have to go to VW to change entire steering column.

you can repair this fault by firstly buying a new ignition switch then remove the steering column and desolder the microswitches from the steering lock and use the new ones from your new ignition switch to replace them. The steering lock has sheared security screws so you'll need to grind a line through them so you can remove them with a flat screwdriver, also look out for a spring loaded security catch in the steering lock of which you can just remove and file it in the bin, then rebuild,i hope this doesn't sound too complicated as its not,i'd estimate a 2 hour in and out repair which can be a good profitable job as all you need to buy is the ignition switch for about 30 euros,i think vw charge is about 1500 for this job so it leaves you with room for a nice profit.
this problem only occured in 2005/6 passats and was modified thereafter.
    hope this helps.

yes it is the switches that are faulty and you could buy them aftermarket just i didn't find a supplier so i found it easier to do it this way as they are the same,as for the safety of this repair i haven't experienced any problems of steering locks activating as all you are really doing is replacing faulty microswitches but still this decision has to be up to the person whos doing the repair at the end of the day.
    regards.
