On each flash disc there is a "Label" file, the settings in this file determines the behaviour of VASPC with regards to the flash disc.When you copy the "datflash" folder across to "C:\SIDIS\home" the label file from that directory is used instead of the one on the flash disc since it is not copied across and therefore option 19 appears if the flash file is present and newer than the module you are trying to flash.
Also another parameter in ediabas.ini located in "C:\SIDIS\home\DBaseSys2\EDIABAS\Bin" determines whether option 19 will appear.

BipDebugLevel = 100
The default value of this setting is 0 change it too 100 as shown above.I have flashed the radio on a golf5, with this option set too 100, option 19 appears for the same flash file.
On the same Golf5, option 19 does not appear for the ECU regardless wether the flash files are located locally or the value of the ediabas setting.Instead option "018.10 - Update Programming" appears for the ECU when using VAS5163 software
