    French ~~~~ producer Marc Dorcel has launched Europe's first platform for 3D VOD movies for adults. Dorcel is known mainly from the production of films with leading stars of the world's erotica. The new service provides access to more than 60 proposals for the video in 3D. Originally, the 171st in the channel, the platform offered by the French Free.

    1 December 2010 the German pay-TV channel Planet launch HDTV service. Planet HD will be initially available in the IPTV platform Entertain Deutsche Telekom. Shortly thereafter, will also appear in the offers of the cable networks. This channel will be simulcast Planet channel as SD, but will offer viewers better image quality.     Free digital TV in Ukraine: two possible scenarios



    In the development of free digital TV in Ukraine should consider the European experience, which includes two main concepts, as in an interview LigaBusinessInform said company president "Will" Sergey Boyko.

    According to the experience of Western countries, as explained by C. Boyko, there are two main concepts of toll-free numbers.
    First: The state issues licenses for use of frequency resources to a single provider that offers pay-TV broadcasting, and in return - free live TV to the same consumers. That is, he makes the provision of paid services, similar to packages offered by the provider of software services, but instead it should provide free screening of three more, four or six national or public channels. Such an option for Ukraine can be seen when the content will be determined by the so-called "free package.

    Second: We introduce a tax on all subscribers, each paying for a year a certain sum, and these funds are already going concern or finance provider, which distributes air channels for free. According to Mr. Boyko, a way of introducing additional taxes for Ukraine now is not very logical, especially given the economic crisis.

    Serving the same concept, launched by the National Council on Television and Radio (National Council on TV), according to experts, is designed to "altruism" of the commercial structures that may affect the effectiveness of its implementation.

The decision of the National Council approved the establishment during 2010-2011, a national network of digital television in the standard DVB-T (MPEG-4) in the nationwide digital broadcasting channels MX-1 MX-2 MX-3 MX-5. "This decision will enable the National Council and our country to provide simultaneous transition to digital broadcasting, all the national channels, regional public broadcasters, as well as leading local companies and leave room for a satellite or other channels that want to participate in the contest the National Council" - the head Council Vladimir Manzhosov.

    Default Ofcom allows cam reception of Sky Sports

    Third party platforms including Top Up TV will be able to distribute the Sky Sports channels without the use of a set-top box following an Ofcom decision.

    The regulator has ordered Sky to allow Sky Sports 1 and Sky Sports 2 ? the two premium channels already included under Wholesale Must Offer (WMO) regulations ? to be distributed through a conditional access module (CAM). Reception will be possible both through suitably equipped set-top boxes and IDTVs.

    The Nagravision conditional access system is deployed on the UK terrestrial platform and Broadband TV News understands this is the first deployment of CI Plus in the UK market.

    It is the second complaint against Sky over terrestrial distribution that has been upheld since Ofcom put forward its WMO in March.

    Top Up TV chairman David Chance said it was disappointing that Sky had continued to resist Ofcom?s WMO ruling. ?Sky publicly claims to be happy to supply its premium channels to competitors, but unfortunately its behaviour has consistently contradicted this view.? He added, ?We hope that Sky will now abide by the ruling and we can get on with offering customers great value sports subscriptions with Freeview channels and simple ?plug and play? equipment?.

    Top Up TV said it hoped that it would be able to offer Sky Sports 1 and 2 over DTT from January.

    CAMs are in common usage in continental Europe, including for the Sky Deutschland DTH satellite platform

    Default Zombie-sat rises like a Phoenix

    Intelsat says its once wayward Galaxy-15 spacecraft should deliver 10 years of service if put back into operation.

    The satellite, which spent most of 2010 drifting out of control, is now under full command again and set for an intense test programme.

    Assuming it is given a clean bill of health, Galaxy-15 will return to the business of relaying TV services to the Americas, says Intelsat.

    The spacecraft's recent woes have had hardly any impact on its fuel reserves.

    "The current end of life is 2022; that isn't going to change," said Tobias Nassif, Intelsat's vice president of satellite operations and engineering.

    "We did save a little fuel in east-west station-keeping over the past eight months; however we'll now use that fuel to bring the satellite back into its station. So the net effect is essentially zero," he told BBC News.

    The on-going investigation into the mishap suggests an electrostatic discharge on the spacecraft may have been at the root of the platform's problems.

    'Dead but alive'

    Galaxy-15 was launched into space in 2005 to a position high above the equator at longitude 133 degrees West.

    Its mission was to re-distribute TV services to cable companies across North and Central America, and also to send navigation data to aeroplanes to improve the accuracy of their GPS receivers.

    But on 5 April last year, it experienced a major glitch that left it incapable of sending telemetry or taking commands, and for Intelsat to keep it stationary in its assigned orbital slot.

    In all other respects, though, Galaxy-15 retained a fully functional electronics payload and its capability to re-transmit on full power any TV signal it received of compatible frequency soon became a cause of concern among satellite operators.

    With the platform drifting through the slots occupied by other telecommunications satellites, it risked interfering with those neighbours' services.

    Galaxy-15's "dead-but-alive" condition earned the Intelsat spacecraft the unfortunate nick-name of "zombie-sat" in some quarters. But its return to full control means this moniker no longer applies. Indeed, Intelsat now describes Galaxy-15 and its likely reintroduction into service as a "phoenix".

    'Zombie-sat'

    The satellite ceased to become a hazard once it lost the ability to orientate itself and lock on the Earth. This took longer than expected but when it did happen, the solar arrays on the spacecraft also then lost sight of the Sun and the electronics payload soon went into shutdown as the batteries drained of their energy.

    A reset manoeuvre that followed allowed engineers to upload software patches and take back full command. Total control was re-established at the end of December.

    Galaxy-15 has been instructed to move to a position at 93 degrees West. It should arrive on Saturday and when it does, Intelsat will undertake a series of tests not unlike those given to brand new spacecraft in their post-launch commissioning phase.

    "Keep in mind the satellite for eight and a half months was fully functional; it was never during that period in any kind of state of stress," said Mr Nassif. "Therefore, we don't expect there to be any damage to the spacecraft. However, we're going through this whole testing."

    The board of inquiry set up to investigate the incident should deliver its findings in February.

    Harsh environment

    Laboratory tests by spacecraft manufacturer Orbital Sciences have established that software issues left Galaxy-15 vulnerable to upset if there was an electrostatic discharge (ESD) of a particular energy within the satellite.

    What might have caused such a discharge in Galaxy-15's case is not clear, but Intelsat said the suggestion that intense solar activity at the time of the outage has been dismissed.

    "Many of the anomalies that operators experience onboard [their satellites] ultimately get attributed to ESD events," Mr Nassif told reporters. "Satellites are built to the best understanding of the space environment and as we learn more about operating in space and the harshness of space***8230; satellite manufactures will apply those lessons to future designs."

    Intelsat has yet to decide where to put Galaxy-15 if it does go back into service. It could return to 133 W, or perhaps 129 W, the slot vacated by Galaxy-12. This was the platform that moved to 133 W to pick up the services dropped in the incident.

    It is possible Galaxy-15 may act as in-orbit spare for the rest of Intelsat'

    Tivuitalia chooses Astra for DTT contribution


    SES Astra has announced today that it has signed an agreement with Italian network operator Tivuitalia for capacity on its 31.5 degrees East orbital position. Tivuitalia will use the capacity for contribution services, enabling the transmission of digital TV and radio signals to its digital terrestrial network in Italy.

    In addition to capacity for digital terrestrial transmission, SES Astra will also provide satellite-based broadband services for remote monitoring and control of digital terrestrial transmitters using its broadband service Astra2Connect. The terrestrial transmitters, part of Tivuitalia?s digital terrestrial network, will be connected to Tivuitalia?s operational premises via the Astra2Connect broadband platform.

    Norbert H?lzle, CCO, SES Astra, said in a statement: ?We are very pleased to have signed this agreement with Tivuitalia which marks our breakthrough in the Italian market. Offering broadcasting services from our 31.5 degrees East orbital position allows us to combine them with services from orbital position 19.2 degrees East, which also covers Italy, and thus develop an attractive offer for broadcasters in the Italian market. The agreement with Tivuitalia shows that our market strategy is bearing fruit.?

    Chellomedia rebrands Film1 channels


    Five years after the launch of its Film1 premium movie channels, Chellomedia is set to reposition the six channels on February 25. The channels will also get a new colour coded logo.

    The Film1 channels will each have their own theme. Film1 Premiere will be the main channel with blockbusters and pay-TV premieres; Film1 Action will be the second channel with a focus on thrillers, action and horror. Film1 Family will show family films and Film1 Festival will feature art house films.

    Like its predecessor Film1+1, Film1 Premiere +1 will broadcast all movies one hour later, while Film1 HD will simulcast the main channel in HD, when HD versions are available.

    The Film1 channels are available on most Dutch cable networks, including UPC, Ziggo and CAIway and a number of the channels is available on the Canal Digitaal DTH platform.
    The rebranding of Film1 follows a similar exercise in December, when Chellomedia repositioned its Sport1 channels.

    Channel Documentary History of the Standard Definition (SD) to expire February 1, 2011 in the satellite pay-TV service Canal Digitaal and TV Vlaanderen, which operates in Luxembourg by Group M7.

    The operator platform has decided to stop distributing the SD version of History. Clients will now provide the only HD version - History HD to the subscriber but have HD set-top box.

    The Arab satellite operator Arabsat has expanded its range of television and radio via satellite Badr 4 (26 ? E) on the Moroccan programs. Stations are thus available in the Middle East, North Africa and much of Europe.

    Khalid bin Ahmed Balkheyour, president and CEO of Arabsat, said that the digital satellite platform was built in Rabat, Kingdom of Morocco in cooperation with the National Union for Radio and Television of Morocco. Multiplex was launched at the end of June. Satellite operator expects that the satellite will appear next Moroccan private and state channels.

    Czech Slovak version of MTV brought its viewers more news. From Friday, the 1st July viewers have the opportunity to send an SMS message, which is then displayed directly in the programs broadcast in Love with MTV Party Zone.

    Nordic satellite pay service Canal Digital is planning to move its 3D HD channel Canal + Extra 3D HD. Station moves from the pan-European union Thor 5 at the northern spot beam satellite, THOR 6 ( 0.8 ? W ).

    Canal + Extra 3D HD broadcasts will start on a new frequency 18.8.2011. Parallel to the spread of old and new frequency will be 1 week. August 25, 2011 will be the spread of Canal + HD Extra 3D on the original frequency completed.
