    Its imposible mate
    To diffrent kind if tools
ElM327 is using PIC MCU and VCDs is using Atmega MCU
This is just first major diffret.
    Actually ELM327 is 100% diffrent then a VCDS Hex-Can
    Good luck

    You flashed wrong fuse bits
If you bootloader is 256 words you can set the fuse its as below
    CD DC F9 FF(CC)
If you bootloader is 512 words you can set fuse bits as below
    CD DA F9 FF(CC)
    Good luck

I update with those parameters CD DC F9 CC FFFFFF60if I power the cable per the ODB connector the led is blinking I thinks it's seem to be goodBut the vcds 11.11.3 still say interface not connected. I force a reinstall of the driver with same result. My id is 403 & FA24I test with my version 12.12.1 and the software see the cable and ask for an update to 1.92. Maybe I have to test with a dump of 1.92. Normally my original dump is 1.93 but do I have to use the same fuse? Thanks

Led blinking red this is not good
You did there a miskake before start flashing the tool
The 1.92 or 1.93 we cannot call it dump.
The Atmega dump means bootliader + firmware + eeprom
    1.92 or 1.93 is firmware
    Bootloader + firmware = flash
    Eeprom is the serial
To flash an Atmega in VcDs you need flash+eeprom+fusebits
So take care what are you doing there
Do you have good eeproms for the vcds versions that you wanna use?
    Think
    Good luck
