The uploaded xml file was not empty so it would not let me activate it.
I did a new one. If not good, download the patch in # 807 comment, and copy it to the delphi folder, extract the activation file and upload it again.

Your activation file has no patches. See posts 781 (translate) and 788.
Just read.
In post 781 you can find the 2013.3 aktivator in the 788 patch.

2013.3 activator did not activate the "Invalid request! First install folder"
