Problem has been solved without need of matching new ECU. To make some contribution to the forum this is what has happened.
I had an issue with throttle body being stuck open and flashing glow plug light. Initially i thought it will be motor as it is common problem with 2.0TDI engines and in 99% cases it fails without damaging ECU but because of stupid design of EDC17CP14 motor itself is being driven directly from ECU not having separate fused power supply to the actuator like in older EDC16 setups on this occasion it burned driver on PCB (drivers are on top side you have to carefully remove PCB from casing) there are 3 drivers for actuators the one which is closest to 4 FETS and 60 pin connector is for EGR valve, Middle one is for throttle body and one at the corner is for Swirl Flaps. Replacing faulty driver IC solved the issue it is ST L9929 but can be replaced with L9939 which i did in my case. Saves some money and hassle with sourcing right ECU and then cloning process...
