Found nothing ,maybe you can post link !!
If key is ordered from dealer just need to do the following trick but do not know if it will work on f series with FEM module but worked on cpo x3 2011 ,i got the info from another forum :Simply take the new key fob and hold it against the marked spot on the right side of the steering column and then start the car (obviously a working key fob is needed). That's all it took to activate the new fob. In fact, the Nav screen immediately popped up with a request to name the profile associated with the new key fob.

that's how almost all BMW work mate. THey all come pre programmed from dealer. Just start car, you're done.

Nope. Unless you care to share? Read the fine print - maybe they can do one small portion by OBD but there is no tool for F series programming by OBD.

The problem in FEM modules: You cannot read Dump.
If you can read the dump, I can try arrange making key for you (by Autohex II tool, using DUMP + OBD II)

For sure there is a way, just need to know the correct JTAG tool (no BDM in FEM) and correct wire soldering.
I know some people are trying to find out, and maybe some others found how since a long time .

    It will need time then.
After we learn how to read DUMP, we need to know where are the requited arrays we will use for Key learning, what the special cases , how to solve.
    It is a long journey.

Many people like me haven't even touched cas4 yet alone FEM.

Need to know the risk is minimum.

And regarding reading eeprom on FEM - the manufacturer BMW are trying their damnest to stop us. So don't expect necessarily a solution at all -
    I am a FUD

BMW has NOTHING to do to prevent BDM/JTAG reading.
This is the MCU feature, it MUST be available for developers and factories. without JTAG developer will not be able to write his code and test it in the MCU, and if JTAG not available, factory will suffer a lot for writing the firmware into the MCU.
