    Diagnosticated solved it!
"It lives! Engine starts and runs. Using old ESCL I added an extra 12V feed to ESCL at pin 10 where CCM power should arrive but doesn't. (disconnected the wire at CCM) Still had steering lock failure message and faults but VCDS accepted security PIN instantly and adaptation channels were available. Pulled old ESCL and fitted new one (the one the dealer says cannot be used because they tried to program it). Entered Security PIN using VCDS and adapted new ESCL. It worked first go and the chassis number appeared in the boxes and ESCL part number changed.
No celebration because Engine start was still blocked by immo. I decided to pair engine ecu with CCM as if fitting new engine ECU. Again process worked good. Immo MB001 changed from Engine start NO to YES. Logged out, pressed key and engine started and ran. Car had lost all ABS coding and lost all steering values. It had also gained a faulty EPB which I hoped was via the ABS code loss. Re-coded everything and ran all basic settings. EPB insists a caliper is faulty so I guess standing for a month has upset it. EPB works fine but control module complains about voltage/current. One silly thing left. Dash keeps pinging service now. I keep resetting service but message comes back. aaargh!! At least the engine starts and runs. Thanks for helpful suggestions Jack."

This solution using old ESL to give ignition and code new one helped me today...
I was in the same situation as Diagnosticated...
    2 New locks wouldn't code...
    Fortunately it is solved...

Also this will work as well, New Steering lock is Virgin and no need to enter Pin, go direct to Ch51 and adopt it with Pin of CCM.

Ch51 is not available until 16-Security access is gained...
Comfort wouldn't accept correct pin code with new lock...
    Put old lock back,give ignition,enter pin,go to Ch51,unplug old,plug new,press Do It! and done...

Have the same situation today but I dont have old ELV. I put new ELV and got ignition no problem but IMMO 25 doesnt accept LOGIN from CCM.
I see in MVB that there is lock time active. As Yougo wrote - after lock time is gone - I go directly to 51 channel to adapt new virgin ELV ??

You must always wait until lock time expires otherwise any module will not process/allow any requests.

CCM was the issue in this one. After change to used one ELV adapted no problem.

This passat came with faulty ESCL ,,,, dash opens all lights but steering fault! I put new steering lock from dealer but CCM won't accept pin code no matter what ! Should i give this +12v feed to the pin 10 and try ?? I always have security wait time 80 minutes
