There are loads of these on ebay, eg:-

Does anyone know exactly what they do ? Are they needed when using a Dreambox ?

    Thanks

Don't bother with anything like this.

A good quality splitter and good quality cable will be fine.

there used here in ireland, where we have a overhead network, which is much more likely to suffer from signal leakage then an underground network.this is due to fact that there is more tap connections used in in an overhead system.the filters are put and they stop anything going back up the line,(it stops erverything which is why we have to remove them for modem installs),they then use a signal generator and produce a frequency, they then go and mesure the amount of signal being ingress onto the cable network at the node, hub and headend from where its being generated,
by law the cble company has to do these tests both ingress and degress to comply with there broadcasting lience,
some people will try and sell anything on ebay but you'll never need them
