I think AutoHex can do some looking at advert. But it's high-end kit an expect not on latest CAS3+.

You will find on lost keys, some ECUs DD8 (EDC17) etc can only be read in boot mode. It's not easy
    I am a FUD

If you are talking about E series, you can get ISN of all types of dde ed17 by OBD ( in E series no boot mode is required).
Also latest versions of CAS3+ are supported to downgrade and restore back by OBD

"Which tool is 100% safe to read eprom and flash on all cas

were into another ball game again"

No tool is 100% safe to read and write ANY processor, secured on not.
Every time you hit the read button you you roll the dice and take your chances.
The only thing you can do is try and minimise the odds of things going wrong by using stable equipment.

I use Xprog running xprogbox software.
Yes it's expensive but it has never killed a CAS.

I want to take this opportunity to request your comment, I am about to buy a tool that can program keys and adapt used modules to BMW. Hata the moment I am between Autohex and BMW Explorer. Please can you help me decide?
    thanks for your comments

BMW explorer would be my first choice, BUT I would never rely on one tool only.......so think about having more tools=less chance of headache in future .
Guided fault finding = Feature that many factory scan-tools have and real technician despise it.
