I have a tl866 and it's been a pleasure .... cheap adapters cause problems sometimes...but honestly for the price it's been a treat!maybe redo your soldering?
I need to say that the tl866 a programmer is just wasting of money ! I have bought it a month ago ! it just reads eproms ( 28fxx, 29xx ) but not to write back !! it just gives errors !
I need to know better programmer as I am going to work with many ( 28fxx, 29fxx ) but not much expensive pls ,
also I think the pins on the tl866 are not in contact well ( tryied to clean many ) so is there a way to read & write by tl866 on board ?! if yes how

I have just redo all the solderings with no results , but I think the pins that built in in the programmer is bad ( that are connected to the adapters ) is there a way to try to reprogram eprom 28fxx by using tl866 by wirings not adapters ?! I mean just connect wirings onboard !?

I have this programmer about 1.5 year. TL866 working perfect! Can I say that this is a same better (cheap) programmer.
28F, 29F sometimes need to clean legs, and need to select correct brand for ID
May be try to change USB cable.
thank u all for help but Aivis3 to know what do you mean by select correct brand for id ? I uncheck the id as it cannot read or write with it on
here I found the problem when I tried to do system self check it shows me many errors for vcc no 4 5 6 and ground no 7 they gives erros how to know which pins they are !? need help
