You sure that isn't mechanical problem? Always white smoke cold/hot?

Hello, I have a VW Crafter 2.5 TDI engine code BJL, with the following problem, the N75 valve is not commanded by the ECU to open enough so I do not have enough vacuum at the turbocharger actuator, the vacuum at the actuator is 400 mbar, instead of 700 mbar.
I mentioned that there are no vacuum losses on the hoses, I replaced the N75 valve with a new one, I monitored the control voltage of the N75 valve on the oscilloscope and it is noticed that the problem is at the ecu, we inspected the ecu and did not detect cold soldering, I think The problem is soft.
I request an original sheet for EDC 16CP34-4.4
