FVDI 2014 making dealer key - "Can not write transponder"

Am getting error "Cannot write transponder", when trying to prepare transponder (dealer key) for VW. (see image)
Tried both, virgin Megamos 48 and TPxx.
Using FVDI 2014, and software version 21.

NOTE: Am doing this without car connected, just to go through the procedure, for learning purposes.
Does the device have to be connected to car during procedure of preparing the transponder ?

Keytool is working, I can succesfully read and write any transponder.
Any idea ?

Problem solved. The transponder position was the problem.
You have to tried different positions. (sounds sexy , I know)
