Exclamation Peugeot 407 engine fan problem

Hi, I have a problem with my car when I switching ignition on engine fan is switching on too and work with max power, If I will start engine fan is switching off and it is not switching on till I stop engine. After engine stop fan works till bsi is not go to sleep. Fan is not switching on when temperature of engine is critical. In the car was changed, Fan, PSF and ECU but problem is stay. I read thats in 2010 PSA is update software for this cars and this update was for cooling system, now in my car installed simple thermostat but earlier by first owner it was changed from controllable thermostat to simple, and in ECU was changed software but in BSI software was not changed, may be this problem from BSI software.
How upgrade BSI software, I have Lexia non official I was trying update from PP2000 but there is no updates, Diagbox can update only from internet. I have no official dealer Peugeot or Citroen in our city.
Here is dumps of BSI and ECU

Have a look on the cooling fan relay, the problem might be there.

Cooling fan was changed with relay for new part, not used.
Cooling fan switching on if I will Insert the key into the ignition switch and open the door, on the dashboard the display will light up, cooling fan will be working till light down and in bsi switching off some relay

try to start the fan using diagnotic tool / check in measuring values if ECU actuates fan when temp around 105 degrees then Check relay in relay box under bonnet then wiring

Fan is always working when use diagtool, because it is start when ignition on, I can`t stop it by diagtool, temperature sensor shows real temperature, and I install new sensor today, when engine is works fan is not start whew temperature more than 105. It is will start when I switch off the engine, relay is worked it was changed with fan. Wiring was checked too.
I have no freon in a conditioning system

Thanks, I think thats problem in software, but a can`t update software in bsi, I want to try downgrade software in ECU but I have problem with editing of dump. I was dump it by st10flasher and when I converting dump from intel hex to binary in winhex and back, it is not writing in ECU
