VW Tiguan 2011 US spec to EURO spec
Hello everyone.
There is a VW Tiguan from North America which needs to be adapted to European market:
1) change odometer readout from Miles to KM in the cluster;
2) add km/h readout in digital display to be compliant;
3) change to 24 hour clock and Fahrenheit to Celsius display (both of these are optional);
4) do rear fog light;
5) US-spec radio is having FM frequency spacing of 200 kHz instead of 50kHz in Europe (or is it 100 kHz?). Is there any way to change that?
I have started with changing the region in Instruments cluster from US to RoW (Rest of World).
However, upon cycling the ignition, I get ABS and ESP lights, as well as airbag light (if I revert the coding back to US, the faults go away).

Form my experience 2010 and up on VAG cars can not chnage coding region to have ABS working correct. ABS software is programed by region, US, UK ,ROW and etc.
Only way to have miles to Km is to go to menu and chnage Units form Miles to km, F to C and etc.
But since you have low line dash ( 5N0 920 962) I do not think you can do that, so only option to get High line dash , program it , set Coding to US and chnage Units in dash menu.

I have googled by ABS part number and it seems the same module is used for all markets. Should be a matter of coding only... Unfortunately, coding bits are not documented at all, and over the net I find quite a lot different codings for that ABS module. I think the main things I need to match is the chassis, engine (powerful gasoline engine), automatic gearbox, brake rotor size and TPMS system...

Seems you were right regarding ABS software.
Although the HW (and SW) part numbers of the modules match European Tiguans, there are some characters that don't match. Probably this is the software version. I found a Europ-spec car with identical Coding. This means it's not coding related at all.I can calculate ABS module codings for:
* Continental/Teves MK60EC1 and MK60;
* TRW systems in Passat B6 / B7 / CC /Tiguan;
* MK100;
* Bosch ABS8.2, ABS9.0 and ESP8.2, ESP9.0;
* EBC 460 (UP!, Mii, Rapid, CitiGo, Fabia, Toledo, etc) New!
* ... and other VW/Audi/Seat/Skoda modules.I can assist with repairing \/CDS interfaces.

Alright, this is what I have done:
-Managed to wire up the rear fog light. You need an Euro switch, trigger wire with special connectors on both side, a wire (with a special connector on one side to CECM) routed to the trunk, drill the housing and a W5W bulb holder;
-Coded the instrument cluster to Canada. It doesn't give fault codes in ABS or Airbag, besides, it displays temperature in Celsius. Still "miles" on the odo and trip meter and 12 hour clock
-Recoded lighting setup to Euro-spec Tig to enable the rear fog. As well "parking on one side" feature got enabled where you turn your turn signal to one or another position w/car off and it lights up that side markers
-In the "low line" cluster this car has, I managed to set "alternative speed" display in place of odometer. It shows "X km/h" in small font and only displays it when the car's speed is about 5 km/h or up. When it's standing, it displays the odo...I can calculate ABS module codings for:
