Default vectra c 2004 NO SPEED on dash

hi,please advice where could be problem?
owner bought car with this problem. no speed and no km change when driving.

scanned car,no errors in abs, ecu, cim ,cluster.
in abs all data good i see all wheels turning.
in ecu and dash when drive only 0 kmh.
when do test on dash speed needle increses, for to be sure i put other dash to check. same.

soldering will not help, vehicle speed goes trough CAN, I think you have to check all ECU's configurations, look first in ABS module, maybe configured that there is no ECU and/or IPC...
