Default VW Golf MK 5 spare key

Helo, today I try to do spare key for VW Golf 5 2007 year but have not success. I can read PIN code with Xtool and try to add new A1 canbus (try with tree ID48 A1) but I did not succeed. I delete all key and I can programing one existing old key but cant new one. Does anyone know what a problem may be.
