Lexus IS200 key programing

Thanks to the information and virgin dump on here I have managed to program the 93c in the ecu and get a key programmed, my issue is that although I tried to program 2 key only 1 seems to have been done so is the 1 set as master or valet so I know if I can just program the second through method I have seen on here or do I need to do the ecu again ?

It seems it is a valet key as I have tried all the ways I can find and it wont accept another key. I will post dump of 93c56 before I reflash it if anyone is interested.
