A P0607 could be caused by one or more of the following:
-loose ground terminal on PCM/ECM ,
- defective (12V main) battery,
-an open or short in the power or ground circuit Loose or corroded battery terminals ,
-failed PCM/ECM.

all grounds are there , the ecu a friend took a look at it and said it was fine.
im lost here.
You do not give enough information about what you've checked.
Check the relays.
Does the ECU give a control impulse to the injectors?
Does the high pressure pump give fuel?
Is there a hollow exhaust system?
Is the inlet system blocked? - Check ISV.

If you write "puted a new pcm but also p0607.has anyone experience this ", why do you want to check the batch.
Stop busting this car and repair it to specialists.
