does this car have a alarm system ?
usually there is sticker on door glass that states "porsche alarm system"..
are remotes for lock and unlock small square ones with 2 buttons ??

immobiliser in this old 993 blocks spark and cranking.
half of the code is what remote sends, other half is in body module which is under drivers seat.
module you have sent pictures of is immobiliser unit, which works apparently hence car cranks.
if remotes are dead, you can not order new ones.
what you can do is to add 3rd party remote receiver in the body ecu and use this 3rd party remotes to lock and unlock the car.
I rewired 2 cars in such a manner and both are working flawlessly for a few years now.
I used remotes with receiver from Italian company "spal"....30 eur complete set (you can choose positive or negative commands)
you should install receiver inside body module so that it directly command relays for lock/unlock.
luckily this old body sets alarm to armed or disarmed based on statuses of inputs, hence code in original remote is just that,,code for remote.
only difference in this setup compared to original is that because of pulse length sent by receiver, user has to sometimes press the button on remote twice,
which does not make any difference in function but is rather just slightly inconvenient.

I tried to immo off this car then for a while, but without any luck.
