My SBB does not communicate with some Chryslers. Is that a hardware or software problem? Will this new update fix it?

to enable the flags for models you go to enable flags in the start up menu and you have to have a six digit unlock code for each vehicle group. its just like puttingin a pin number. does anyone have that list with a software update. does anyone have an SBB that came with all the models 2009 and back to 1996 for all cars eurpean and domestic that works. i want to order an SDD and don't want an empty shell.
