Each cluster uses a unique key to encrypt immo, so you cannot just copy eeprom contents.
Instead you must use a suitable tool which can read/write immo in plain format.

Dear all,
I do a cluster swap in a 2008 Scirocco with a 24C32 EEPROM. It's the small display version like Golf V.
I bought a 1K8920884 3D cluster from a new Scirocco with a 24C64 EEPROM.
I read the dumps from both of them and tryed to search the immo datas. In the new one I found it with the help of the VAG Dash Editor's table reference. This contains the address of the IMMO data in the 32-s dump too, but I didn't find anything in that lines.
It is possible to simple copy the hex values from the old cluster and change it in the new one or it uses a different encription?

You can read and change this (key , power class , mac , cs and another option) with SVCI 2020. But first you have to manipulate the dumps (with CH341A) from the instrument cluster in order to get into a kind of service mode.
This means that the real estate data from the old instrument cluster can be transferred or adjusted to the new one, so that you don't have to learn a new key. Also from VW 24C32 to 24C64 EEPROM.
It's been a while since I last did it, but I still have it documented somewhere, but it's all in German.
