when you makes things right... can you tried read Atmel also with eeprom contains, please?

It seems it's connected with the OS. I used successfully VIDPIDfix.exe on Windows XP but then tried the same program on Windows 7 and got the missing DLL error too. I tracked it and found the needed DLL - the package is attached bellow.

Yes maybe after I see it work well will readout atmel and eprom!
Now got the computer to recognize the interface, dont think I'll connect it to a car until Ive proper tools (not at home atm) and really tidy it just done a rough job to see but heres the pics of a few of the faults anyway:

I'm not sure, but is 7805 (LDO) pin 3 is connected to the board? The red cable from USB looks also disconnected.. The rest looks for first overview quite well... (maybe one pin for ODBII connector is disconnected too, but hard to regonize if is needed)

I suggest you to try read FW before you connected to the car, you need just connected +12V on input side of LDO to get +5V for Atmel.

The reason you are getting that message is because, If you have a look at the date of the original post it was before the rules got change here on DK, if you have a read of the rules you will see why
