K04-001 Hybrid Limp mode (Broken waste)

Car: Golf 4 GTI 1.8T

I had problems since installing new K04-001 Hybrid
always threw me in limp mode at higher RPMS
The crazy part is

the Requested boost and actual boost was always spot on this made me searching for 8 months

I finally decided to remove the turbo again and check out the wastegate.

this cause me to have P0299 fault code

now i see that the wastegate is kinda restricted that you see on chinese turbo's
now my turbo seller told me he would fix my wastegate flapper for free
but after checking out that the wastegate is kinda restricted

what do you guys think about this?
repair the turbo and put it back in the car ?
