BMW E70 ELV not working

Hi guys I had two BMW E70 that came in for spare keys. Both updated cas 3 ++. As usual just pulled out the cas module read eeprom and programming new key with tango. Both vehicles starts no errors on dash with original and new key however ELV not activating or deactivating when insert keys. No errors in cas or dme after diagnostic.
Try sync cas and elv 100 times with AVDI BMW software still nothing. Any tips or advice will be greatly appreciated. Thank you in advance

I have never seen an e70 with a steering column lock.
