Blank immobilizer opinion EDC17C69 FIAT Tipo

good evening,
after the ECU EDC17C69 of a FIAT Tipo 1.6 broke down I bought a used one. Through a technician I had the eeprom revergined but once written the machine does not start. I can't encrypt the keys. Can anyone check if the decoding I paid was done right?
Maybe wrong procedure?

I bought IMMO Off on flash but I can't start the car. I attach the files (virgin eeprom and flash immo off). In diagnosis error B1002 and U1701
