reading eeprom

can anyone tell me why is it that I get nothing but FFFFF and 00000000 when trying to read EEPROM?
I'm using hexworkshop

More info required. Name or type of chip you are trying t o read, dashbord/airbag/ecu? Model and year of car. also whether you are reading in-circuit or not etc, etc
