Kangoo speedo problem

Hi all.
Friend's renault kangoo 06 is not showing speed (needle not moving at all) also the total km are not adding up while driving. I tried to connect with scanner(obd) and it is always reading 0 km/h.

What do you guys think?
sensor+wiring or dashboard...
