Ford Locked 13

Can friends help me to remove locked13 on the display of Ford 5000RDS
97AP-18K876-LA....I have been trying alot of methods but no result..
is the reset tool only way ??

By changing 4Mhz to 8Mhz it will be unloked...or I'm getting wrong???
