Citan EDC17C42 exhaust flap

Hi, i have Mercedes citan with EDC17C42 ecu, need to disable exhaust flap. Dtc off dont work as this is updated sw version (when i make dtc off turbo is still not working fine), looks similar to edc17c84
Dtc under renault diagnosis is P1490 (DF1378)

Not working, turbo actuator still at 5%, wont open turbo. Same with connected and disconnected exhaust flap
