Remove NO READ

I have a question, who can remove the re-import ban from this file? It has a encrypted noread on it but I can not remove it since this is not a basic noread which you can't find in notepad or in any other hex prog, can someone do this?

I can answer this question in many ways but I will keep it simple. Why not? Maybe because I want to waste some time on inspecting the SW?
