VAG Simos 8.32 Immo Off or Clone

Is it possible to clone Simos 8.32 by writing ST 95640 to Donor?

or must do immo off? i attached the 95640 eeprom if someone could help

i couldn't read with KTAG only able to read ST95640, someone sent me immo off with only eeprom i will test and report
