Bmw E60 cant go past 4000 rpm stationary

Hello. My car is BMW E60 520D 2007 M47 engine. Someone tuned my car to have hardcut limiter and it was set at 4000 rpm. After some time i found about the hardcut limiter software and used it to change the lilimter from 4000rpm to 4300rpm. Now when the car is stationary i cant rev past 4000rpm. But the car shift normally when its moving and i hit the limiter before changing the gear. So now i dont have hardcut when the car is stationary. Not in N or P. Can anyone please look at the ecu file and see why its locked at 4000rpm? Thanks
