2004 Audi A4 B6 1.9 TDi EDC16 problem

Getting Fault code 18048 Internal control module eeprom error

Replaced ECM already with another same part no.
Chip swap didnt work throws fault code no start not even 2 seconds start on VAG immo cars.
is immo off an option for this? Key is matched to cluster. or is there way to change pin in ECM to cluster pin which is 1439 ?
Have either dumps have errors on? Appreciate the help with this one, thanks
