Mercedes W203 - EIS 209 545 05 08 - flash

Original key stop works.
Read EIS eep and could program key by eep dump, but car still don't start.
Maybe bad flash?
Try EIS on bench platform, and both keys don't turn.
EIS pcb is a W211_HC12.
