Fiat Punto 1.9 D 2002. with Lucas pump, high pressure and ecu DCU3F P1603 has a bug that you can not read and diagnostics are deleted.Motor starts but uninterrupted gas.Pump high pressure was tested in the service and the pump is all wrong. Whether it is possible that the fault in the ecu? I managed to find the autodata program because there is no codes for these faults in what refers to the error. I pray for help and some advice on how to solve the problem.

On a DCU3F P1603 means Sensor Power Supply.
This is a 5 volt power supply generated by the ecu. However, the ecu can only supply a very limited amount. If a sensor is defective or there's a short circuit and to much current is being drawn, the voltage drops and also gives this message.
Sensors include Coolant temperature, Inlet Air temperature, map sensor, throttle pedal and maybe more that I don't know about.
Measure supply voltage to the map and throttle sensors and then disconnect them one by one until the 5 volt is restored. Also check wiring for short circuits.
If everything is o.k. then it's an internal ecu failure.

These cars have always problems with welds on pin unit

while the vehicle ignition switch in the mode I measured the voltage on the throttle pedal, EGR and Air Inlet temperature and any of them have a 5V power supply. I changed throttle pedal, but nothing has changed. Is it possible that a problem in the ecu and that the error so manifest that reads diagnostics as well as Sensor Power Supply

then you should check the wiring diagram. you have wiring diagrams?
