206 Bsi code

Hi all
i have a 206 with bosch ME7.4.4 ECU.
this car dont start (cranking but dont start) After disconect battery for 3 days .
what is problem? if the BSI or ecu need code entering (i dont have code) , perhap disable this code or enter any code with dump (without OBD tool with EEprom programing). the ECU & BSI have 95160 EEprom
this is urgent help me please.

i think you will need lexia kit to reconfigure the bsi to the car
