2003 LEXUS RX300 SRS 89170-0W080 w/ error code

I'm working with this SRS module out of a Lexus RX300 (usa)
89170-0W080
Vehicle never was involved in an accident, airbags never deploys but permanent error on driver side SIDE airbag (seat) show short to B+ error code (B0118).

I did try to clean codes with Techstream but not luck. I disconnected the airbag and diagnostic show the same error + OPEN CIRCUIT.(B0116)

When clear codes only remain B0118.

Here is the DUMP for someone here to check for any abnormality.

Last option to consider is hardware problem. When tested the harness for voltage there was 17.xx volts.. (Connected to the SRS UNIT) Tested again without SRS unit and drops to 0 Volts.

any time I see a short to B+ or ground, is usually a bad computer.

Yes I ended up on that conclusion.
Hardware problems.
