I need to change Km VW FOX (dash VDO) and comes with 24C32 + MCU NEC D70F3425GJ, if I change just 24C32, just descends a few km.
You can read this MCU? Which programmers?

not possible mate
you need 2 put eeprom in service mode and then adjust via obd using enigma etc

is a Vw Fox ???? i only see that whith a motorola 9s12 microprocessor......
24c32 seems like a micronas microcontroler (ARM core)
