problem reading 68hc11pa8 with UPA

I have problem reading 68hc11pa8 with UPA, it is on car radio Ford 5000 RDS EON 96AP-18K876-CC
it has Lock 13

connect UPA like instruction said and cut path on pin 9 VDD
when I try to read it has report Error, and on VSS there is 0V

Can anyone help please?

Read it cracer motorola v 6.2 on the position of mc68hc11ka4 and on the size of 640 bytes.

Should raise all the pins except 62 and 63 to be connected to ground. 24,25,26, 61 RST pin, the pin 64 RXD, TXD pin 1, pins 62 and 63 (fashion and modB) GND

Note, never read the position of MC68HC11PA8 but only for MC68HC11KA4
