A bit more information on the radio, i.e. manufacturer/ model,
would generate a better answer.

Sometimes radios display 'SAFE' when it is time locked, after an
incorrect code has been entered.

Other times on certain radios it is requiring you to press
certain buttons in a sequence
to allow a code to be entered...

Safe means someone has put an incorrect code into it and the radio has locked itself to prevent unauthorized access in the event that the radio has been stolen. This is a misnomer as there are various ways to circumvent this 'safety' mechanism. What they should display is 'locked'.

i did indeed have to press a certain button for about 10 seconds with not having the manual it was just trial and error lol
