watch out with cleaning; if you don't know the option in the programs (tunup or cc cleaner) don't use them!
The ultimate way to speed up your laptop is re-installing it completely, preferebly with Windows 7 (much faster!)
Or consider upgrading the hardware (memory, hard disk --> SSD, VGA card?)
good luck!

Personally I don't think windows 7 is much faster than Vista. My Dell Vostro came with Vista and a free upgrade pack for Windows 7 which took several attempts to install due to problems with the bluetooth and wlan drivers.
There is usually a system image on most laptops so you can restore to factory fresh and clean all the rubbish from hard drive in the process. Just make sure you save anything of importance first lol.

There's also Uniblue - Speed up my PC & Registry booster.
These will remove unwanted system, backup & temp files. Codes are available via PM.
You should also run an up-to-date antivirus & Malwarebytes.

Can you start Performance Manager and tell us how much RAM & CPU is being used when at idle?
I find a lot of times the problem is a rogue program, spam, spyware, etc...

Yep; Clean install is the only way to be in charge;
Be sure to make a good backup before as you might need
some things afterwards ....

Before performing a full re-install you might consider cleaning your laptop from all spyware, broken/damaged registery entires and file system restore.
Try these few mothods and if they dont help then reinstall windows.
1- Run windows in 'safe mode' (Press F8 Key on system boot). Once running try to uninstall all unwanted softwares through add/remove programs.
2- Download and run registery cleaner. Many available of the internet for free.
Eusing Free Registry Cleaner: Safely scan and repair registry problems - Spyware FREE. (http://www.eusing.com/free_registry_cleaner/registry_cleaner.htm)
3- Download and run malware/spyware remover.
Malicious Software Removal Tool | Protect Your Computer (http://www.microsoft.com/security/malwareremove/default.aspx)
4- Run 'Disk Defragmenter'. In windows XP, Start->All Programs->Accessories->System Tools
After taking all these steps your laptop should run fine. If not then you need to consider full system re-install. If you do remember to make a backup.

If your Dell is like mine, you probably have a desktop icon for 'Dell Backup and Recovery' which is used to restore it to factory settings. The factory image is usually on a hard drive partition called drive D:
Make sure you save any important stuff first as all data on drice C: will be lost and overwritten.

try running chkdsk on system partition (from command prompt, run chkdsk /F and then reboot as instructed), it does miracles. I had several cases of very slow response computers solved with that
So, run chkdsk several times (untill it fixes all errors) then try also defragmentation, and windows update. ~60% chanches to fix your OS without reinstall

I agree with those who have recommended running Malwarebytes, CCleaner and a registry program. I use Registry Mechanic, it's simple and you can always go back if something goes wrong.
