Yes it is possible to reinstall Xp from an USB drive, just verify on the "BIOS" if you have the choice on the boot section (DVD ROM,HDD,USB etc ..), generally to enter on the "BIOS" press on "DEL"
Make a bootable USK key
Make a bootable USB installer for Windows XP, Vista, 7 with WinToFlash (http://www.downloadsquad.com/2009/08/27/make-a-bootable-usb-installer-for-windows-xp-vista-7-with-wint/)
SolutionBase: Boot Windows XP from a USB flash drive (http://articles.techrepublic.com.com/5100-22_11-5928902.html)

Yes to reinstall really when begins it is loaded it is necessary to press often ESC, there there will be a choice from what is loaded, and and BIOS anything to change it is not necessary

At boot time use F12 to select boot device; In that way you do not have to make changes in yous bios;
I used the same article as digitalbac ( SolutionBase: Boot Windows XP from a USB flash drive (http://articles.techrepublic.com.com/5100-22_11-5928902.html) ); Worked fine for me.

all modern laptops come with a hidden partition that has a copy of the original os and drivers,
Reinstall / Recover Windows XP On Asus Eee PC 900HA (http://spemi.blogspot.com/2009/09/reinstall-recover-windows-xp-on-asus.html#f9key)
use the built in restore partition, unless it's already been flattenned with a disk/usb then it wont have its restore partition any more. if you use a windows disk / usb stick it might not have all the drivers for the hardware, and its a pain in the arse trying to find them for most of the netbooks.

you can use a flash disk to reinstall the xp in your laptop ... you just need to do a copy of windows in flash disk and and make it as booting drive ;)

Not any Notebooks start by USB :-( wen i have on on this i put the HD down , format it with extern USB Adapter Cable , make it bootable wit a old good Dos ... copy smartdrive on it and the install files for XP or other win.
Then install the HD back in the notebook start with dos ... load smartdrive ( it make the install much faster ) go to the install Files and make setup ;-)
Guss ... Sorry for my English
